If you are a City employee and wish to use GIS software with the City's geographic data store, you have several options.  Which choice is right for you will depend on your skill level and the tasks you are trying to accomplish:

• ArcGIS - ArcGIS, by ESRI, is suite of stand-alone GIS software applications used for complex analysis, editing and managing data, creating 3-dimensional scenes and making sophisticated maps.  ArcGIS includes:
•  ArcMap for analysis, editing, and map-making,
• ArcCatalag for managing data,
• ArcScene for creating 3-dimentional scenes.

ArcGIS generally requires considerable training in order to effectively use its full capabilities.

• ArcExplorer - ArcExplorer, also by ESRI, is a free viewer similar to Google Earth.
